Raid in my opinion is an attack on a base. Now does advertising "raid" allow you to kill anyone? even outside their base with no intention of entering such base??

I think anyone within the premises of said base would be unfit to live, considering they are witnesses, ergo the raiders may kill them. Now leaving the said base and killing people that had no idea of such raid going on, would not be allowed.

I've came across this case several times (in game) and I was going to make a rule suggestion --> Raid Rules: If you see an innocent person such as a citizen or anyone that is not affiliated with the base do not kill.
I feel as though people just raid to kill and not raid for values inside of a base.
my definition of a raid: When you break into someone's base for valuables.

Yeah I totally agree with your definition. So in situations where "entering a base for valuables" is not part of the said "raid" it turns into a RDM. Do you not agree?

Well yeah, If they raid and don't actually even go into the base to search for anything then that's pretty much a false raid advert and would most likely be RDM.
