Regarding Votes In Applications.

I say we don't count votes from users who haven't made a legitimate forum account. I say this because I could post on someone's application numerous times saying "-1" with Guest accounts only. Since I can change the name every time, who would be able to tell that it was all me? (I mean, you could check the IP, but it wouldn't be a big enough issue to cause this.)
