The current logic is "If they don't write sixteen sentences, they get denied immediately." How does this make sense?... I can understand that you want to make sure moderators are dedicated, but nobody wants to write sixteen sentences on "I'm qualified for the job." If they're qualified, they're qualified. No need to drag it out.
And contrary to popular belief, a paragraph is NOT four sentences. If you google "Definition of Paragraph," this pops up:

No, it's not four sentences. It's a section of a piece of writing.
So you're basically telling people:
-Follow false rules of grammar -Over-explain yourself.
I also propose that personal details are not factored into the sixteen-sentence requirement. It's irrelevant to moderating duty; NLR-Breakers don't care if you play piano.
You're telling people to write sixteen sentences to gain moderator. When they do get moderator? The only thing they'll need to type is "/menu." That's not even close to sixteen sentences.
TL;DR Your current method of accepting/denying applications sucks. Fix it.

Writing is to create a story, or to explain something. Moderating is managing the community. The two have nothing to do with each other.

i agree with dapperentity and crispy, writing the 2 paragraphs are essential because it shows how much you care and why you should be chosen.
